Streamline riding surface, ensure two way traffic on Jammu-Srinagar NH by June 10: CS to NHAI

#SRINAGAR: Chief Secretary, Atal Dulloo, today set deadline of June 10 for streamlining of riding surface and ensuring two way traffic movement on Jammu-Srinagar National Highway in view of upcoming Shri Amarnathji pilgrimage and fruit season in the Union Territory.

The Chief Secretary was addressing a meeting held with all the concerned to take stock of road condition and the current traffic scenario on Jammu-Srinagar National Highway.

Principal Secretary, Agriculture Production Department, Divisional Commissioner Kashmir/Jammu, IG, Traffic, Secretary Transport, Secretary PWD, RO, NHAI besides Deputy Commissioners of Ramban, Udhampur, Kathua and Samba attended the meeting while outstation officers participated virtually.

The Chief Secretary took cognizance of the time being taken, at present, by both the Light Motor Vehicles (LMVs) and Heavy Motor Vehicles (HMVs) to reach from one capital city to another. He enquired about the condition of the road and the bottlenecks impeding smooth movement of traffic.

Dulloo took detailed appraisal of nearly two dozen spots on this road where commuters are facing inconvenience in their journey. He impressed upon the NHAI, Regional Officer, Jammu, to take all possible measures to improve the riding surface of the road and ensure simultaneous two way traffic on it by 10th of June this year.

He asked for taking swift steps like enhancing width of the carriage way besides black topping all the stretches where traffic snarls  are occurring due to rough surface of the road. He enjoined upon the concerned divisional and district administration to identify all such spots which needs immediate improvement so that no adversity is faced during the upcoming yatra and fruit season when thousands of fruit laden trucks are bound to cross this Highway on daily basis.

The Chief Secretary asked about the causes behind worsening condition of roads on the highway including Dalwas, Old Passi, Mehard, Marog (Ramban), Pratap Nallah (Digdol), Khooni Nallah, Panthyal, Magarkote, Higni, Lower Nachlana and Kishtwari Pather. He also sought feedback from the Traffic, DCs and NHAI about the measures to be taken in this regard and fixed deadline for ironing out these difficulties in coordination with all stakeholders.

Dulloo asked the executing agencies to improve the Kathua-Katra stretch of the Highway besides ensuring its blacktopping before 20th of June without any further delay. He asked the Div Com Jammu to personally monitor this work and submit report daily on this account.

He also took stock of the physical progress achieved on construction of grade separators at Bemina, Sanat Nagar and Nowgam crossings in Srinagar. He also reviewed the work done, so far, on the overhead Railway crossing Bridge near Bijbehara. He asked for expediting work on all these projects for timely completion.

In a presentation given by IG Traffic, Bhim Sen Tuti, a detailed analysis of the previous traffic halts along with their durations was highlighted. The reasons for each such disruption was spotlighted and the cause of suspensions experienced this month were particularly brought to fore.

It was informed that the incessant rains on 29th and 30th of April had eroded the loop of the old road at Magerkote which was used to pass traffic in one direction. It was added that the construction work on fly-overs, via-ducts and tunnels at several locations is sometimes causing difficulty in smooth passage of traffic.

It was also revealed that the traffic Department in collaboration with the district administration Ramban have identified 19 spots for taking certain corrective measures there. The steps like road widening, compacting and blacktopping at these stretches would be finished in next couple of weeks by taking a dry day in between, the meeting was apprised

The meeting was informed that the road condition would be substantially upgraded by NHAI before the onset of fruit, vegetable season and commencement of Shri AmarnathJi yatra this year for convenience of all the travellers going to and fro from Srinagar to Jammu and vice-versa.

DC Jammu discusses action plan for rehabilitation of street children

#JAMMU: Deputy Commissioner Sachin Kumar Vaishya today chaired a meeting to discuss formulation of an action plan for rehabilitation of children in distress or those forced to beg on the streets.

Emphasising the urgent need for rehabilitation of the targeted lot, the DC urged stakeholders to start the exercise and come up with a meticulously drafted plan. He stressed the importance of motivating these children and their families to seek shelter and education as an alternative to street life. “The parents of such children will also be given counselling to encourage them to send their children for education” he added.

A comprehensive, step-by-step strategy involving multiple departments was outlined. The plan includes health checkups, necessary registrations and verifications as part of the rehabilitation mission.

The meeting was attended by ADDC Sher Singh, SDMs, SP North Shivam Siddharth, Chief Planning Officer Uttam Singh, Chief Medical Officer Dr. Harbaksh Singh, District Social Welfare Officer Mamta Rajput and representatives from CWC and Childline among others.

Rates fixed for service providers during SANJY-2024 via Baltal

#SRINAGAR: To ensure the smooth conduct of Shri #AmarnathJi Yatra (SANJY) 2024 via the Baltal route, the Deputy Commissioner (DC) Ganderbal, Shyambir today held a joint meeting with concerned officers and representatives of various service providers to fix rates for services at Sonamarg.

This initiative aims to prevent overcharging and enhance the quality of services for pilgrims.

During the meeting, a detailed discussion was held regarding the services provided by ponywalas, pithuwalas, palkiwalas, laborers and other service providers. The stakeholders shared their valuable suggestions and assured the DC of their cooperation to ensure a successful and smooth yatra.

After thorough deliberation, the committee, in consultation with the service provider’s representatives, fixed the rates for various services including ponies, pithus, dandies, palkies, and laborers for SANJY-2024.

The DC emphasized the importance of adhering to these fixed rates to maintain fairness and quality of service.

The meeting was attended by ADDC Ganderbal, Mushtaq Ahmad Simnani; CEO SDA, Farooq Ahmad Baba, ASP, SDM Kangan, CPO, CAHO, Assistant Labour Commissioner, ARTO, and other district and sectoral officers.

Following the meeting, the DC, along with other officers, visited Baltal to inspect the ongoing preparations for the yatra.

He stressed the timely completion of essential services such as the repair of damaged water pipelines, power cabling, toilet facilities, repair of huts, fencing of the pony stand, development of the pony tract, parking areas, railing along the yatra track, and snow clearance.

The DC issued necessary instructions to ensure that all preparations are completed within the fixed timelines, guaranteeing the provision of the best possible services to the pilgrims.

Srinagar-Jammu highway to remain closed on 21 May due to maintenance work

#RAMBAN: The traffic authorities on today said that Srinagar-Jammu national highway will remain closed for traffic on 21 May as maintenance work .

Our correspondent reports that due to the recent rains in Srinagar-Jammu national highway, there has been heavy damage to the road at Sher Bibi, Kishtawari Pathar ,Hingni, Dalwas and Mahad Cafeteria Mod in Ramban sector.

In view of the necessary repairs of the Highway, the movement of vehicles on the national highway will be closed on 21 May

He also said no LMV or HMV (except medical emergency vehicles) will be allowed to ply on NH-44 between Nashri Tunnel towards Navyuga Tunnel and vice-versa.

J&K Sports Council, Senior Hockey Players promote Hockey among Toddlers

SRINAGAR: Hockey is rapidly gaining popularity among youngsters in Kashmir, as a result of the joint efforts of the J&K Sports Council and senior Hockey players.

This initiative stems for encouraging the toddlers to play hockey with an aim to attain highly professional hockey playing skills to represent UT as well as the country at national and international platforms respectively.

The training program under this initiative is scheduled to commence from Sunday, 19 May, 2024 and shall continue to be conducted on every Sunday from 9:30 am to 10:30 am.

Meanwhile, recognizing the need for modern facilities, the J&K Sports Council has set up three new Astroturf hockey fields—one in Pulwama and two in Srinagar. These facilities provide a conducive environment for young players to practice and hone their skills.

Despite challenges like extreme weather conditions, J&K Sports council has successfully organized tournaments across different age categories in various districts.

J&K Sports Council has introduced great initiative of league tournament matches which has taken Hockey in J&K to the next level. Another milestone is the introduction of Basic Hockey skills among toddlers.

Nuzhat Gul, Secretary J&K Sports council, expressed optimism about the future of hockey in the UT.  She emphasized the importance of nurturing young talent and creating a strong foundation for the sport.

Toddler Hockey workshop will help to strengthen the foundation of the Hockey, and this program will also be replicated in other districts of J&K, she added.

Illegal Mining: 211 Vehicles seized, Rs.72 lakh fine/ penalty realised in first quarter at Pulwama

#PULWAMA: In order to curb the menace of illegal mining in the district, the Enforcement teams comprising Mining, Revenue, Police and I&FC besides others continued operations against illegal mining across different locations.

In a statement, DMO informed that A total of 211 vehicles/ machinery indulging in illegal transportation/ extraction of minerals have been seized from offenders and fine/ penalty to the tune of Rs. 72,23,000 has been realised from the offenders.

Besides, FIRs against 25 persons/ vehicles found to be involved in illegal mining have been lodged in various police stations of the district.

The proactive stance taken by joint teams ensuring environmental sustainability and the preservation of natural resources has resulted in seizures and deterrence by booing the offenders.

Deputy Commissioner Pulwama, Dr Basharat Qayoom issued unequivocal instructions to prevent and deter illegal mining throughout the district during various District Mining Task force meetings.

District Administration has warned violators against resorting to illegal means and asked to follow proper procedural norms.

To ensure that various govt works are not hampered, disposal permits for a quantity minerals have been issued under rules thereby providing legal source of material for different developmental activities.

The permit holders have been cautioned not to violate the terms and conditions of the permits and in some cases the permits found to be violating the norms were cancelled immediately.

Moreover, a large quantity of minerals from legal blocks of neighbouring districts are being transported to other parts of Pulwama and Srinagar via Pulwama district. Such block holders have been directed to carry all requisite documents as mandated under law.

DMO Pulwama has advised people to desist from indulging in any kind of illegal mining, and procure the material from legal sources only otherwise stringent action shall follow against the offenders.

479 Votes casted on first day

#KUPWARA: Postal ballot voting for government employees of Kupwara district proceeded smoothly, Wednesday, on the first day, reflecting the efficient conduct of the electoral process, with officials of essential service duties seamlessly exercising their voting rights at the Postal Voting Centre established at DC Office Complex Kupwara.

As many as 479 employees from different departments, who opted for the postal ballot voting, availed the facility today and casted their votes at the two booths of the Postal Voting Centre.

In total, 4147 government employees will exercise their franchise in the district through postal ballot from May 15 to May 17, from 9:00 AM to 5:00 PM.

The employees today stood in queues enthusiastically to wait for their turn  to cast their votes.

District Election Office, Kupwara has ensured that all necessary arrangements were in place for employees who applied for postal ballots through Form-12.

The postal ballot initiative provided a convenient and accessible avenue for employees to cast their votes who are associated with essential services. It has emerged as a beacon of accessibility, allowing employees to fulfill their civic duty without the constraints of physical presence at polling stations.

Meanwhile home voting  for voters, aged 85-years Plus  and specially abled voters  continued on second day today covering far-off areas of all the six assembly segments of Kupwara district with Poll parties along with voting facilities walking extra mile to reach at the doorstep.

Judicial Academy organises pre-appointment training for newly selected Civil Judges

#JAMMU: Under the patronage of Chief Justice, High Court of J&K and Ladakh, Justice N Kotiswar Singh and guidance of Chairman Governing Committee, Justice Sanjeev Kumar and other members of Governing Committee for Academy, J&K Judicial Academy organised a pre-appointment training programme for the newly selected Civil Judges (Junior Division) at J&K Judicial Academy, Srinagar.

  1. Kotiswar Singh, Chief Justice, High Court of J&K and Ladakh and Patron-in-Chief, J&K Judicial Academy defined the tone and texture of the programme into motion in presence of Justice Tashi Rabstan.

Justice Sanjeev Kumar, Justice Sindhu Sharma, Justice Javed Iqbal Wani, Justice Puneet Gupta, Justice Moksha Khajuria Kazmi, Justice M. Y. Wani and all the Judges from Jammu wing joined the programme virtually.

The Chief Justice, in his inaugural address, said that the concept of ‘Justice’ can be regarded as a prodigious view imbibed in our Constitution which owes its genesis to the soil of India. The notion of justice is most commonly associated with an underlying assumption that justice equates to the concept of equal rights and equal opportunity to have access and fair treatment in the legal system.

The Chief Justice delineated that source of judicial power in the law, in reality, is the effective exercise of judicial powers which originate from two sources. He added that the judges have to honour the judicial office which they hold as repositories of public trust.

He emphasised that every action and every word whether spoken or written, must show and reflect correctly that you hold the office of public trust and they should be determined to strive hard continuously to enhance and maintain people’s confidence in the judicial system. He also shared some real-life incidents with the trainees and encouraged them to deliver justice efficiently as first-line warriors.

Justice Sanjeev Kumar, Chairman, Governing Committee for J&K Judicial Academy, gave an overview of Pre-appointment Training Programme module prepared by the Academy. He underlined that primary objective of the Induction Course is to build a strong foundation for the grooming of raw talent into as finest Judicial Officers. He highlighted that prime focus of the Induction Course, is on inculcation of Judicial Ethics, Development of Judicial Skills and Aptitude and Sensitization to Social Issues.

Justice Kumar further emphasized that institutional training at J&K Judicial Academy shall train and equip the Judicial Officer to effectively discharge their judicial functions. Its purpose would be to bridge the gap between the level of knowledge and its applicability in the actual discharge of duties, he added. He deliberated that the judicial education and training provides the means for the judiciary as an institution to consolidate, develop and perform this crucial, yet fragile, role in society.

Justice Javed Iqbal Wani, Member, Governing Committee for J&K Judicial Academy in his formal welcome address, observed that Judiciary, which is an integral part of the society, plays pivotal role in keeping the society ever dynamic. He added that the judiciary is the repository of confidence of the people and Indian judiciary has enjoyed immense public confidence and has stood the test of time. He said that the common man considers the judiciary as the ultimate guardian of his rights and liberties and therefore, every member of this institution owes a duty to maintain that confidence of the common man in the judiciary.

Justice Moksha Khajuria Kazmi, Member, Governing Committee for J&K Judicial Academy, presented vote of thanks. She emphasised that pre-appointment Induction Training is a progressive step in the right direction to tune young minds to take over the new assignment with confidence.

Director, J&K Judicial Academy, Y.P.Bourney, conducted the proceedings of the inaugural programme. He congratulated the young trainees for having come out with flying colours and made to the merit list. He also gave introduction to the Induction Training Course in the first session.

The second session was conducted by Justice Bashir Ahmad Kirmani, Former Justice, High Court of J&K, who discussed the Judicial Ethics and Code of Conduct for Judicial Officers. The learned resource person highlighted that Judge should be courteous and fair in whatever he says and does. He added that the judges should take care to be punctual, to be dressed decently, to talk discretely and behave in a dignified and graceful manner befitting the high office he holds.

The third session was chaired by Justice Sanjeev Kumar, Chairman, Governing Committee for J&K Judicial Academy. He discussed that Judges are not employees and as members of the judiciary, they exercise the sovereign judicial power of the State. He stated that Judges, at whatever level they may be, represent the State and its authority unlike the administrative executive or other members of the services since latter cannot be placed at par with the members of the judiciary, either constitutionally or functionally.

All the sessions remained very interactive during which all the trainee judges actively participated and shared their experiences, difficulties and also discussed various aspects of the subject topics. They also raised a number of queries which were answered satisfactorily by the resource persons.

NDMA expert team starts survey of Land Subsidence affected area #Pernote

#RAMBAN: A team of experts from the National Disaster Management Authority (NDMA), deputed by the Ministry of Home Affairs, Government of India has started a comprehensive on site survey of Land Subsidence affected area Pernote in Ramban District.

Led by Chief Scientist Prof. D.P. Kanungo from CBRI, the technical expert committee, comprising Dipali Jindal and   Ranu Chauhan from NDMA, Vivek Coelho from UNDP and Dr. Ravinder Singh from NIDM commenced its assessment from May 7, 2024.

The team is conducting a thorough examination of the reasons behind the land subsidence and the future threats in the area.

Chief Scientist Prof. D.P. Kanungo highlighted that the committee would submit a comprehensive report to the ministry suggesting measures for the sustainable development of the area.

The team will propose precautions to prevent future losses caused by mudflow slides. Additionally, the team is evaluating the feasibility of habitation and agricultural activities in the future.

The experts advised against entering the affected area for agricultural or habitation purposes until it is declared safe and stabilized.
