Three New Criminal Laws came into force: Lt Governor addresses implementation ceremony at PHQ Srinagar

#SRINAGAR: Historic Day in Indian Criminal Justice System as new Criminal Laws came into force today. To mark this momentous occasion, the Lieutenant Governor Shri Manoj Sinha presided over the implementation ceremony of the new Laws in J&K, at Police Headquarters.

Hon’ble Chief Justice, J&K and Ladakh High Court Sh. Justice N. Kotiswar Singh also graced the occasion.

In his address, the Lt Governor expressed gratitude to the Hon’ble Prime Minister Shri Narendra Modi and Hon’ble Home Minister Shri Amit Shah for bringing the much-needed reforms in the Criminal Justice System of the country.

He said the commencement of 3 new laws- ‘Bharatiya Nyaya Sanhita’, ‘Bharatiya Nagarik Suraksha Sanhita’ and ‘Bharatiya Sakshya Adhiniyam’- breaks the centuries-old shackles of colonial legacy.

“The new laws will ensure justice and equality for all, moving away from the repressive colonial framework. The reforms, rooted in the principles of liberty and fraternity, are a testament to our commitment to protect the vulnerable and ensure justice for all,” the Lt Governor said.

The Bharatiya Nyaya Sanhita replaces the Indian Penal Code of 1860, focusing on restorative justice and victim rights. This law shifts the focus from mere punishment to rehabilitation and reintegration. It aims to address the root causes of crime and offer offenders a chance to reform and contribute positively to society.

The Bharatiya Nagarik Suraksha Sanhita replaces the Criminal Procedure Code of 1973, ensuring swift and fair trials. This law introduces measures to reduce delays in the justice delivery system, ensuring that justice is not only done but seen to be done on time. It also emphasizes the protection of the rights of the accused while ensuring public safety.

The Bharatiya Sakshya Adhiniyam replaces the Indian Evidence Act of 1872, modernizing evidence collection and use. This law uses modern technology to ensure the accuracy and integrity of evidence. It introduces digital documentation and forensic advancements to strengthen the credibility of the judicial process.

Speaking on the overarching objectives of the new criminal laws, the Lt Governor said the new laws, based on individual freedom and human rights, reflect a major shift towards a more humane and just system.

“Designed to protect victim rights and ensure justice with a focus on human dignity, moving away from punitive colonial measures, new criminal laws acknowledge that every individual, regardless of their past, has the potential for change. New laws focus on restorative justice, where the emphasis is on repairing the harm caused by criminal behaviour and reintegrating offenders into society,” the Lt Governor said.

J&K Bank opens Easy Banking Unit at Surinsar

#JAMMU: Continuing its mission of providing convenient banking services to the people of remote areas, J&K Bank today operationalised an Easy Banking Unit (EBU) at Surinsar in Jammu. The EBU will provide the basic facilities of banking like cash deposit, cash withdrawal, account openings etc. to the people of the area.

The Bank’s General Manager & Divisional Head (Jammu) Sunit Kumar e-inaugurated the EBU Surinsar in the presence of Zonal Head (Jammu) Rajesh Dubey, Cluster Heads with elected public representatives of the area, prominent persons and local residents present in good numbers at the base Branch Tootan-Di-Khui.

Speaking on the occasion, the Divisional Head reiterated the Bank’s commitment citing its contribution in rendering world class banking facilities to the people irrespective of their location and status. He said, “We will continue to expand as well as deepen our footprint to serve the people belonging to different geographies by extending the latest banking facilities and financial services to their nearest possible destinations. The EBU at Surinsar will go a long way in helping the people of the area in meeting their daily banking needs.”

While seeking support from the public, the GM assured them that the outlet will make every effort to meet the expectations of the people of the area.

People present at the base branch Tootan-di-Khui expressed their gratitude to the Bank management for opening an EBU in their area. “The EBU will definitely enhance the bonding of the people with the J&K bank”, they said.

Pertinently, it was a long outstanding demand of the people of the area which is being developed as an upcoming destination spot and is a major attraction for the tourists because of the shimmering Surinsar Lake.

23rd Sub-Junior National Wushu Championship begins in Jammu

JAMMU: The 23rd Sub-Junior National Wushu Championship for boys and girls took off today in Jammu. The event, being organized by the Wushu Association of J&K in collaboration with the J&K Sports Council in the Gymnasium Hall of Jammu University, was declared open by Secretary J&K Sports Council, Nuzhat Gull today.

More than 1500 boys and girls from different parts of the country are participating in the event

In her address, Nuzhat Gull congratulated the participants of the guest states and UTs for making it to the grand event.

The Secretary Sports Council thanked the Directorate of Sports and Physical Education for its cooperation and support in the conduct of this event.

The Bureau Chief of Times Now, Pradeep Dutta who was the guest of honour on the occasion, also shared his views with the participants and the guests present on the occasion.

Earlier, the General Secretary Wushu Association of India, Vijay Saraf, presented a welcome speech and gave a brief gist of the event.

While the presentation ceremony was folding, Kuldeep Handoo presented the vote of thanks.

The six-day event will conclude on the 2nd of April.

Div Com reviews arrangements for annual Shri Machail Mata Yatra

#JAMMU: Divisional Commissioner, Jammu Ramesh Kumar today chaired a meeting of District administration Kishtwar and other stakeholder departments to review the arrangements being put in place for smooth conduct of Annual Shri Machail Mata Yatra.

The Deputy Commissioner and concerned officers joined the meeting online, while Director Tourism, Vivekanand Rai; Deputy Director Planning, Munish Dutta; Chief Engineers of JPDCL, PWD, Superintending Engineers of PMGSY, Jal Shakti besides senior functionaries of Reliance, Airtel and other concerned officers attended the meeting in person.

At the outset, the Divisional Commissioner inquired about the overall infrastructure development requirements. The Deputy Commissioner Kishtwar apprised him of progress achieved so far and future work plan.

While reviewing annual Yatra arrangements which generally start from July 25, it was informed that varied works have been identified for development of basic facilities, roads, power supply, buildings, improvement of communication services etc in the Shrine area and the en-route. The DC informed that the estimates of various works have been done and tenders would be floated within days for early start of required works.

The Div Com reviewed the status of roads and was informed that 66 KM Kishtwar to Gulabgarh (Padder) road was already there and another 21 KM PMGSY road will be completed from Gulabgarh Padder towards Machail Mata Bhawan by the end of June, 2023. He directed the Executive Engineer to expedite the pace of work and complete more length for smooth conduct of Yatra.

Regarding the power supply facility, the DC Kishtwar informed that a dedicated genset was already in place for the Shrine area and a solar plant will be installed to cater the power requirements in the shrine.

The Div Com also instructed Chief Engineer JPDCL to ensure uninterrupted electricity supply was ensured during the Yatra days.

Asking for the provision of dependable telecom services for the pilgrims, the Div Com stressed on the district administration to facilitate the work on installation of towers by telecom service companies, resolve land and power supply issues if any.

While reviewing the registration process, the Div Com stressed on developing a website portal/ mobile app for registrations of pilgrims and to provide the information related to Shri Chandi Mata Ji Machail Yatra.

While reviewing sanitation facilities, the DC apprised the Div Com that temporary toilets would be constructed en-route well before the start of Yatra.

The Div Com also reviewed the health care facilities and stressed for provision of adequate medical staff en-route and in the Shrine for providing patient care during Yatra days.

He also reviewed Development works executed for yatra and directed the concerned officers to expedite the pace of work for early completion.

The Div Com instructed DC Kishtwar to visit the area and review the arrangements for smooth conduct of Yatra.

Over 1 lakh works to be completed during this Financial year: Officers to CS

#JAMMU: Chief Secretary, Dr Arun Kumar Mehta today held a meeting of all the Administrative Secretaries to review the performance of different Departments regarding pace of the Developmental works and overall expenditure of Departments during  2022-23.

The meeting was also attended by the officers from the Expenditure Division-I and II besides those of Budget section from the Finance Department.

On the occasion Dr Mehta emphasized that the Capex Budget is the actual portion of the budget the utilization of which creates durable public assets. He emphasised on efficient planning for so that the expenditure outcomes are maximized.

He observed that there is manifold increase in number of works completed in recent years and during the past few years the number has grown very substantially. He urged upon the officers to strategize spending for meeting the targets for completion of works during the current financial year.

The Chief Secretary advised the officers to set monthly targets for completion of works so that the March-rush at the fag end of the financial year is avoided here. He called for setting a timeline for each project and allied activities to be carried under it. He told them to have periodical reviews at their levels to ensure that the timeframe set for each activity is complied with.

He asked them to complete the tendering process of every work against which the Administrative Approval and Technical Sanction has been secured. He also stressed on saturating all the beneficiary oriented schemes especially those regarding self employment as per new demands on ground.

Dr Mehta told them to ensure that the funds earmarked for each work under Centrally Sponsored Schemes (CSS) are timely accessed from GoI Ministries and spent for maximum benefit of public. He emphasised on uploading data on the GoI designated portals simultaneously so that funds are released timely by them and spent by the Departments as per their requirements. He advised them to seek assistance from IT Department, in case any technical issues are faced by them.

He enjoined upon the officers to ensure that uploading of all the works is done at an earliest so that necessary releases are made against each work through BEAMS portal. He told them to make it a feature to reflect activity wise/scheme wise releases so that everybody has a fair idea about each of the work and activity carried out by the departments. He also encouraged people to be partners in development by taking part through ‘Janbhagidari’ and monitoring their works themselves and provide the feedback.

He expressed that each of the officer in any department should own the responsibility of being a catalyst in furthering the government policies and schemes. He stated that all of us should work with a right frame of mind to achieve better results in a time-bound manner. He made out that the ‘Whole of Government Approach’ is the cornerstone for percolation of benefits down to the grassroots level as per the aims and aspirations of general public.

The Chief Secretary also took note of the number of works completed previous financial year. He urged the Planning Department to come up with the E-Compendium of all these completed works like that of Districts at an earliest. He made out that the set target for completion of works this year should be met without any fail. He also urged them to achieve all the deliverables set for each of the department by following them with due urgency and application.

The Chief Secretary was informed that under UT Capex about 40510 works are going on currently out of which 32615 works are going to be completed at the end of this financial year. It was also revealed that under CSS a total of 19828 works would be taken in hand including the new ones out of which 17102 works are slated to be completed this year.

Similarly under District Capex the number of works to be taken up in different districts of the UT is 48454 for the year 2023-24. The funds are being released to the concerned DCs for taking them up and many of them had already been tendered out during past couple of months.

It was also given out that around 22837 works were completed under UT Capex alone last year. It was added that an E-Compendium of these works would be put in public domain shortly as was done by Districts depicting the works done under District Capex 2022-23. Such measures are going to enhance transparency as the public is encouraged to examine the performance of government themselves and give their feedback about improvements, if any.

It was also given out that the additional features like geo-tagging and photography of works is putting extra checks to ensure that quality work is done on ground. Together with e-tendering and 3rd party verification of works by both PRIs and the Planning Department is aimed at bringing transparency and accountability in the execution of these projects throughout J&K.

36 killed in major bus mishap in J&K’s Doda; L-G Manoj Sinha extends condolences

#DODA: As many as 36 passengers were killed after a bus carrying them plunged around 200 meters down a steep slope near the Doda district of Jammu and Kashmir. The incident occurred when the bus travelling from #Kishtwar to #Jammu veered off the road and plunged down the steep slope near #Trungal in the Assar area.

The bus was ferrying 55 passengers.

The local authorities, including the police and rescue teams, rushed to the scene to initiate rescue operations and assess the extent of the tragedy. Preliminary reports from the Police Control Room in Doda suggest that the death toll could be as high as 20 or even more.

“A passenger bus, on its way from Kishtwar to Jammu, veered off the roads and fell down 200 meters on another road near Trungal in the Assar area of Doda district. Ten passengers are dead and the toll is likely to go up,” said a police officer at police control room Doda.

“The injured have been shifted to nearby health facilities for immediate treatment,” the officials further said.

Property of 04 terrorist handlers operating from Pak attached in Handwara

#SRINAGAR: Acting tough against the wanted local terrorists based in Pakistan, Jammu and Kashmir Police has launched a special drive against the absconders/ wanted terrorists and as part of this drive properties of 04 terrorist handlers who were declared as proclaimed offenders by the orders of Hon’ble Court was attached on the orders of Hon’ble Court, by Police District Handwara.

These absconders/proclaimed offenders have exfiltrated to Pakistan or Pakistan Occupied Kashmir(PoK) in 1990s or in first after 2000 and are presntly in the Pakistan or PoK. Since then, they are continuously involved in handling terrorists and reviving and spreading terrorism in Handwara and other areas of Jammu and Kashmir.

Folliwing the prescribed procedure (1)land measuring ten (10) Marlas at Kralgund belonging to proclaimed offender Mumtaz Ahmad Khwaja Son of Mohammad Subhan Khwaja resident of Kralgund,(2) land measuring 16-3/4 Marlas belonging to Lateef Ahmad Bhat Son of Abdul Rehman Bhat Resident of Badra Payeen,(3) land measuring 01 Kanal and 2 Marlas at Ashipora belonging to Mushtaq Ahmad Mir Son of Mohammad Sultan Mir Resident of Ashpora and(4) land measuring 01 Kanal at Khaipora belonging to Ghulam Nabi Ganai son of Ghulam Rasool Ganai resident of Khaipora, Qaziabad was attached by Police District Handwara on the orders from Hon’ble Court

These terrorists are also involved in different cases of Police District Handwara and are actively trying to revive and run the terror ecosystem in Jammu and Kashmir.

RDD Secretary reviews functioning of JK Rural Livelihoods Mission

#JAMMU: Lieutenant Governor Manoj Sinha has expressed gratitude to Hon’ble Prime Minister Shri Narendra Modi for sanctioning credit support to one lakh entrepreneurs from the disadvantaged sections of the country.

Hon’ble Prime Minister Shri Narendra Modi today launched the Pradhan Mantri Samajik Utthan evam Rozgar Adharit Jankalyan (PM-SURAJ) national portal and sanctioned credit support to one lakh entrepreneurs of socially disadvantaged sections of the country.

In J&K, 1747 beneficiaries belonging to Scheduled Caste, Other Backward Classes (OBC) and Safai Karamchari community were provided assistance to start a business venture and lead a life with dignity.

“Hon’ble Prime Minister has ensured that no one is left behind. From basic facilities to education and financial inclusion, he has undertaken many reforms to create a large pool of young entrepreneurs from marginalized section of society,” the Lt Governor said.

Dr Jitendra Singh, Hon’ble Union Minister of State, PMO, also joined the launch ceremony from Jammu.

On the occasion, Ayushman Health Cards and PPE kits were issued to beneficiaries of disadvantaged section of the society- Safai Karmcharis, Sewer and Septic Tank Workers – under National Action for Mechanised Sanitation Ecosystem (NAMASTE).

Hon’ble Prime Minister also interacted with Ms Neelam Kumari, a resident of Kathua who availed government loan facility to start her boutique. She is also a beneficiary of many welfare schemes like Ujjwala, PM Awas, Ayushman, and Swachh Bharat. The Prime Minister praised her for being a job giver and providing employment to other women.

The nationwide outreach event for credit support to disadvantaged sections witnessed the participation of about 3 lakh beneficiaries of various government schemes from disadvantaged groups who joined the program from over 500 districts across the country.

Gulmarg Gondola soars high; Earns Rs. 108 cr revenue, rides more than a million tourists during 2023

#SRINAGAR: The Gulmarg Gondola is soaring high in skies, both in terms of the revenue generated and the number of tourists ferried.

During the year passed by, more than a million tourists (10, 13, 458) enjoyed the rides of the Gondolas enabling the J&K Cable Car Corporation to earn a revenue of more than Rs. 108 crore during the last calendar year.  This is encouragingly higher than the figures of previous year(2022) which stood at Rs. 91 crore as revenue and 8.50 lakh tourist rides. What is more, tourists describe the experience as surreal and alluring.

The J&K Cable Car Corporation runs and manages the Gulmarg Gondola, considered the flagship attraction of Kashmir tourism. It is possibly India’s most popular ropeway, and at a height of 14,000 ft, it is Asia’s highest operating cable car.

Besides the enhanced revenue and visitor trips, the Corporation, during the last year, improved and enhanced the service delivery by improving the ticket issuing mechanism, undertaking several safety tests and overhauled the second phase of the Gondola with latest technology.

Tourists undertaking the Gondola rides have memorable experiences to share. “It was an amazing ride. The bookings were seamless. I invite people from all across to enjoy the experiences of Gulmarg Gondola”, said Akshay from London who is on vacation at Gulmarg these days. Another tourist couple Shubham and Ajat, who are visiting Gulmarg for the first time, were fascinated by the arrangements and sanitation at both the phases of Gulmarg Gondola. The experiences were echoed by another family from Delhi.

“The people of Gondola are so friendly. My daughter fell cold and these people helped her with everything they could”, said a tourist from Vietnam, Kentran who was keen to visit the place once again.

Managing Director, J&K Cable Car Corporation, Raja Yaqoob has appealed to tourists to avail the online mode of ticket selling for their convenience, time saving and curbing the chances of any black marketing by any tout. He said the Corporation is committed to improving the tourist experience by giving them easy, hassle free and safe rides.

He assured of even better facilities in the days to come and appealed to tourists to adhere to timings mentioned in the ticket to avoid any inconvenience. He said tourist feedback is being taken seriously and necessary improvements in customer services are being made.

It may be mentioned here that the Gulmarg Cable Car comprises two phases; one from Gulmarg resort to Kongdori valley and the second from Kongdori to Apharwath Peak.

Lt Governor inaugurates 100-Bedded Base Hospitals at Baltal and Chandanwari

#SRINAGAR: Lieutenant Governor #ManojSinha inaugurated the 100-Bedded Base Hospitals at #Baltal and Chandanwari, through virtual mode, today.

The Lt Governor congratulated the #DRDO, all the associated officials, engineers and the workforce for completing the construction of the hospitals in a record time of 15 days.

The Lt Governor said the two makeshift State-of-the-art hospitals, built by DRDO, will help in providing better and round the clock healthcare facilities to the pilgrims of Shri #Amarnath Ji Yatra and to those engaged in Yatra Management.

The Lt Governor expressed gratitude to Hon’ble Prime Minister #NarendraModi and the Ministry of Health for providing all necessary resources for hospitals.

Baltal and Chandanwari Hospitals are equipped with the most advanced equipment, separate block for doctors and nursing staff, ICU Wards, Oxygenated Wards and Triage areas and other required inventories for all critical medical care, he added.

“J&K Government has laid great emphasis on healthcare of pilgrims and local community involved for arrangements of pilgrimage,” the Lt Governor said.

He directed the health officials to prepare a proposal for permanent hospitals at Baltal and Chandanwari. Soon base camps will have sustainable healthcare facilities, he added.

The Lt Governor directed the officials to ensure strict enforcement of all the health-related SoPs with special focus on sanitation and cleanliness in and around the hospitals. It is our collective responsibility to make the pilgrimage of the devotees more convenient and hassle-free, he added.

He urged the doctors and nursing staff to serve the people with compassion. He also wished the pilgrims and entire management team health, happiness and prosperity.
